Who We Are
The numbers in Sutter County tell a clear story. Adult smoking rates run higher than the state average. Youth tobacco use is nearly double California’s rate. And far too many retailers, including pharmacies, are still selling tobacco products, some to minors. GROW exists to change that.
CHC’s GROW program works in the unincorporated areas of Sutter County where tobacco access is high and policy protections are thin. The work is community-driven, policy-focused, and built to create lasting change, not just awareness.
What We Do
GROW works on two fronts at once.
On the policy side, the program advocates for tobacco retail licensing that requires retailers to obtain a license to sell tobacco products, eliminates the sale of flavored and menthol tobacco, and significantly reduces tobacco product waste in the community.
On the community side, GROW engages youth, young adults, and local organizations to build awareness about tobacco-related health risks and the importance of strong retail licensing policy. Young people are not just the target population here — they are part of the solution.
